Get some flat arcane gems and always use it buffed. Dash R2, followed by R2. It's devastating. Nice, underappreciated (unless you're a PVP assassin) weapon IMO.

50 Str is better, because players simply aren't going to have access to the gems that make an arcane-centric Logarius Wheel any good in the course of a normal playthrough.
