Engine looks virtually new, and has been stored for last 5 years due to damaged boat. He says it was fresh and ran very well in 2001 when it was stored.

It has some sort of motion sensor. The "low oil" alarm is for when the oil resevoir is low. I would immediately mix the fuel to 50::1, in case the no oil alarm is accurate, until you fix the motor.
