How do i create a fillable pdf

I am trying to recreate all of my organization's fillable PDF forms. I create the form in Word, export them to PDF, and then use Adobe Acrobat Standard X to use turn them into a fillable form. The issue is, when I save them as PDF/A the form is locked so it can't be edited (defeats the purpose of the fillable part of the form).
